Not actually a bad thing. For instance: the USA needs to do what Mexico does, and take national highways out of local jurisdiction. Why? Because local cops shaking down travellers for money got so bad. This law, one might hope, would make it possible to keep cops from committing outright highway robbery on federal routes.
Local officials and voters can also be a little – let’s say – fast and loose with due process, human rights, things like that. A little parochial. This is true everywhere. Taking at least some power out of the hands of Sheriff Bubba might be a nice idea. Especially for persons in the sex industry.
And what indication can you give that Federal LEOs will be any less likely to do what local LEOs are doing now?

Yeah, it would be nice, if that power was actually destroyed or devolved back to the private citizen. Unfortunately that power would go straight to President Bubba, so it’s a wash.
The swan story reminded me of this German cartoon, where the second guy says: “You are really the stupidest of all car thieves!”
But it’s still unclear to me whether it was the swan or the truck that the thief was after, and why he got naked…
