Yesterday’s “Frequently Told Lies” inspired me to look back at “Handy Figures“, a compilation of numbers and figures which previously appeared in other columns; I had originally intended to keep updating it, but it somehow seemed wrong to make major alterations to an old column so I lapsed.  Since then, I came up with the idea of duplicating these retrospective-type columns into static pages, and that’s worked out so well I figured it was time to do the same with this useful reference tool.  Much of it is the same as the old column, but there are additional figures and better links, and I’ve rounded my estimates off in response to the justified criticism that very specific numbers don’t look like estimates, but rather exact counts.

huge crowd$32 billion:  Current claim of the total annual income of the “sex trafficking” industry; this was actually the ILO’s 2005 estimate of the value of all forced labor, not forced prostitution.

42 million:  Fondation Scelles’ estimate of the total world whore population; it’s not really bad, but see 19 below.

This essay first appeared in Cliterati on August 25th; I have modified it slightly for time references and to fit the format of this blog.

Black Mass by Henry de Malvost (1895)The claims made in moral panics are usually so extreme and outrageous that in retrospect they seem wholly absurd.  Few living now could accept the claim that powerful Satanic cults  with connections in every part of society had enslaved hundreds of thousands of teenage girls in order to produce infants for sacrifice as anything other than the plot of an unusually-unrealistic Hollywood horror film, but in the 1980s and early 1990s this fantastical belief spread across the entire United States; journalists treated it as a realistic scenario, and innocent people were railroaded into prison based on utterly ridiculous and totally unsubstantiated testimony elicited from young children who had been tortured by many hours of grueling, coercive interrogation by police and prosecutors.  Viewing the hysteria from a comfortable distance of two decades, one might well wonder how so many people took complete leave of their senses; how could any rational person believe the sort of absolute rubbish that millions accepted, when even the most basic understanding of arithmetic, science or psychology (not to mention simple common sense and ordinary human experience) should have convinced anyone of even average intelligence that the whole thing was quite impossible?

And yet here we are again, in the midst of an equally absurd, equally unsubstantiated moral panic; the “cultists” have now turned into “traffickers” and their motive is said to be profit rather than devil-worship, but otherwise the hysteria is basically the same: incredibly-large numbers of nubile young girls being abducted and confined in a vast yet hidden underworld for nefarious and primarily-sexual purposes.  The fact that there is no actual evidence for any of this, and that the whole thing reads like something a more prudish version of J.K. Rowling might have dreamed up during an acute attack of paranoia, has not stopped it from taking hold of the public imagination even more firmly than the Satanic Panic did (and over a larger fraction of the globe).  Any given “trafficking” scare story falls apart under even the most cursory examination…and yet they persist.  An example from the August 20th Guardian (modified the next morning  after its most extreme claims proved too much for the bulk of the Graun’s readership to swallow) demonstrates just how credulous one has to be to believe the hype:

…a report by the Sunday Times…detailed the growing prevalence of nail salons controlled by human traffickers and staffed by the trafficked, specifically from Vietnam.  Industry insiders estimate that there are 100,000 Vietnamese manicurists working in the UK, despite only 29,000 Vietnamese-born migrants officially being registered in census data.  The workers are often expected to paint nails by day and work in prostitution by night.  Many are children – and even if they’re identified and taken in by social services, 90% will be tracked down by their traffickers and disappear from care…

For comparison, here’s the same paragraph in the modified version:

…A report by the Sunday Times…presented evidence about nail salons staffed by illegal immigrants, specifically from Vietnam.  According to the report, industry insiders estimate that there are 100,000 Vietnamese manicurists working in the UK, despite only 29,000 Vietnamese-born migrants officially being registered in census data…It alleges that some of these illegal migrants are victims of “what appears to be a human-trafficking network” and that they are sometimes forced to work as prostitutes as well as manicurists…

“Growing prevalence” became simple “evidence”; a declaration of “controlled by traffickers” became a mere “allegation”, “often” became “some”…and where did the “trafficked children” go?  Oops.  To the Guardian’s credit, it addressed the numerical claims in a follow-up article:

…the latest ONS data did not include Vietnam in its list of the 60 most common nationalities now resident in the UK.  That list stretched from 545,000 Polish nationals to 13,000 Colombians – so the omission of Vietnam would suggest that the 29,000 figure is incorrect…the Sunday Times article…implies that there are 71,000 hidden Vietnamese nationals in the UK and that every [one]…is a manicurist…between the first quarter of 2005 and the first quarter of this year, 81,886 Vietnamese nationals applied for a UK visa – and almost 73,000 of those visas were subsequently issued…a tiny proportion of those applications are for work permits – just 77 (or 0.6%) of the 13,000 visa applications from Vietnamese nationals in 2012 asked to work in the country.  Can we assume that all the other immigrants lied, and subsequently remained in the country?  Probably not.  Many probably came for tourism or to visit friends and family over here…More problematically, the…article leapt from talking about illegal immigrants to victims of human trafficking and in doing so, seemed to conflate these two, very different groups…the…National Referral Mechanism (NRM)…[identified only] 32 Vietnamese nationals…as potential victims in [the first quarter of this year]…and…a report by the Center for Social Justice…suggested that there were around…25 [trafficked] Vietnamese nationals [in the UK]…

But even those whose math and research skills are both sorely lacking should have been able to see through these claims by simply thinking about their own experiences in nail salons or talking to someone who regularly visits such places.  As it turns out, I am such a person:  I have had my nails done by Vietnamese manicurists every three weeks since December of 1996; that’s almost 300 visits to seven different parlors over the years, and one of those parlors changed ownership twice during the time I regularly went there.  Yes, this is the US and not the UK, but given the similarity of “trafficking” rhetoric in both countries I hardly think that makes a difference.  Here’s what I never saw in all that time:  child manicurists (unless one counts the occasional teenage “polish girl” who is always the salon owner’s Americanized daughter); manicurists who seemed exhausted from double-shifts as hookers; manicurists who seemed frightened or cowed beyond the natural shyness of an Asian lady who doesn’t speak English well; weird vibes from the owners; a parlor with enough room in the back for a brothel.  And here’s what I never heard in years of owning an escort service: word from one single client or escort about a clandestine brothel in a nail parlor.

OLYMPUS DIGITAL CAMERABut I must point out that I have an advantage over the authors of both the Times’ scare-story and the Guardian article that credulously parroted it, and over any salon-goers who actually believed the absurd claims:  I actually treat my manicurists like human beings instead of vending machines.  I talk to them, to the extent allowed by the individual’s command of English (in fact, I spent time helping the newly-arrived wife of my current salon-owner to improve hers); I ask about their children and their lives, and share mine with them.  I’ve given advice and rides, brought presents for new babies, received gifts bought on trips back to Vietnam to visit family, gone to eat pho  with them, and brought them eggs when their chickens stopped laying.  I made the effort to familiarize myself with their culture, and to try to understand why they do things the way they do; I’ve seen one of them rise from new immigrant to owner of her own parlor within a few short years, and I’m told that isn’t all that unusual.  Even if the numbers in these articles had not been so ridiculous, I would have recognized them as rubbish for the simple reason that I’ve taken the time to get to know the group about which the claims were made…and as in the case of sex workers and other sexual minorities, that clears out the dark corners where ignorant myths thrive.

Police have detained a Chinese-American…on suspicion of visiting a sex worker in Beijing as authorities crack down on bloggers.  Charles Xue [AKA Xue Manzi], who has over 12 million followers on Sina Weibo…regularly reposts reform-minded content…Among those questioning the motive behind the arrest was the editor of the state-run Global Times newspaper.  “Cannot rule out the possibility that authorities are arresting Xue Manzi…to give him a hard time,” Hu Xijin wrote…in a blog posting that later disappeared…

Worse Than I Thought

As I predicted last year, the cancer keeps spreading:

…[new] legislation…in North Carolina….increases punishments for sex traffickers, i.e. pimps, as well as for purchasers, i.e. johns.  It also focuses on “treating minors involved in prostitution as the victims they are, instead of criminals,” [the bill’s sponsor] said…”The legislation also offers hope to women who escape a life of prostitution by allowing them…relief to expunge their criminal pasts once they get treatment and help”…[another law] requires pimps to register as sex offenders…

As I’ve explained before, “safe harbor” laws are bullshit that help almost nobody; “treatment” means (usually religious) “re-education”, and a “pimp” means just about anyone prosecutors decide to railroad.

Obfuscation Via Dysphemisms

Tulsa cops continue to justify persecution of adult women by pretending they’re “trafficked”:  “Human trafficking has developed into a booming enterprise in Oklahoma…on a given night,Melissa Ditmore the Vice Unit may deploy undercover police officers to respond to as many as 40 online advertisements posted by ‘escorts’ in preparation for prostitution stings that sometimes uncover cases of human trafficking…”  Note the misplaced scare quotes, around “escorts” rather than “trafficking”.

King of the Hill

Most of this CNN story is the usual lurid “sex trafficking” rubbish, but I want to call attention to a fascinating new development:  “king of the hill” stories are now specifically claiming their subjects are the “third-busiest area for sex trafficking in the United States” (see also “Under Every Bed” below) rather than just “one of the busiest” or “in the top ten”.  As usual, the Department of Justice is credited for the “statistic” despite the fact that neither it nor any other agency keeps any kind of state-by-state “trafficking” statistics.  I suspect the “third largest” designation arose through confusion with the claim that “human trafficking is the third-largest criminal enterprise” (though that one’s been upgraded to second), but it will be interesting to see how many claim to be the “third largest” before anyone in the mainstream media starts to awaken.

What the Hell Were You Thinking? (TW3 #135)

A new Irish company named Safe IQ “develops safety products and services for sex workers…and raises awareness of the need for [them] to have the same protections as other workers.”  Here’s its first product:

Hundreds of sex workers confronted the mayor of Indonesia’s second-largest city…angrily denouncing the closure of the Klakah Rejo district…The crowd later tore down a “Prostitution-Free Town” billboard erected by officials…”What’s going on?”…the mayor [said]…”We’re trying to help but they are refusing.”  Surabaya is also home to Dolly, reputedly the largest red-light district in South-East Asia.  The mayor said that one and other red-light districts would be closed as the city aimed to be prostitution-free by 2014.

Wisconsin is one of “the top three states” for sex trafficking, according to…Michelle Mayefske… Not all prostitution is trafficking. Some women, referred to as “renegades,” simply decide to sell sex and are not controlled or managed by anyone, but “that is very, very rare,” she said…“Gangs are now turning from drugs to human trafficking…[because] drugs can be sold only once and then they’re gone, whereas…a woman or a child can be sold over and over and over…Georgia, California and Wisconsin have the highest rates of sex trafficking in the United States, so we are in the top three”…

1) This is the second time I’ve heard this “renegade” bullshit; neither I nor anyone I asked knows where it comes from.  2) I think Mayefske is extremely confused about the concept of “sale”.  3) She needs to talk to Florida.

Veteran human rights activist Scott Long argues that activists who compare Russia’s anti-gay purge to the Nazi campaign against Jews are not only wrongheaded, but missing the most obvious comparison:

Deafening Silence

Zurich…unveiled a sex drive-in which local authorities say will enable them to keep closer tabs on prostitution…the nine so-called “sex boxes” are located in a former industrial zone…[and] will be open daily from 7:00 pm to 5:00 am, and only to drivers, who must be alone in their vehicle if they want to pass the gate…they will have to follow a marked route along which up to 40 prostitutes will be stationed.  Once they have negotiated a rate, they will drive to one of the…boxes…[which] will be equipped with alarms, allowing the prostitutes to make rapid contact with police if they are in danger…Zurich has spared no effort to encourage the prostitutes and their clients to leave the city centre and use the new site, making it as pleasant as possible…To avoid putting off clients, city authorities said they had no plans to install video surveillance or deploy police at the site permanently.  Social workers and security guards will be on hand, however…

More Harm Than Good

Given that Sam Woolfe believes that sex workers are dominated by “pimps, drug dealers and traffickers”, that we’re diseased and too stupid to care for our own health, that our work is “degrading”, and that legalization increases “sex trafficking”, one has to wonder what the “legalization” he advocates would look like.  And given that he apparently had the time and inclination to fill his head with bogus studies and made-up statistics, one is at a total loss to understand why he wasn’t able to locate the readily-available debunking of the garbage he spouts in this asinine article, or to simply consult with someone who actually knows something about the subject before writing it.

Ashley Madison 36 hours of bullshit

Ashley Madison is at it again, and the credulous media are still swallowing their ads as “press releases”.  This time it’s ABC-TV’s Good Morning America show, opening wide for the claim that the average woman who joins the site is in bed with some “lucky” dude about 36 hours after joining; hiding in that comparatively-minor assertion’s shadow is the whopper that 40% of the site’s members are female (though in all fairness, we don’t know how Ashley Madison defines the words “member” and “female”).

But Brandon Wade of Seeking Arrangement is not to be outdone; he wrote a “press release” touting the claim that 40,000 of the aspiring sugar babies on his site are teachers, and got the Daily Caller to buy it…thus plugging into the teacher fantasies of many a would-be sugar daddy, of whom there are undoubtedly more than a few among the Caller’s readers.

Backwards into the Future (TW3 #40)

Sex workers have been fighting to enjoy their right to dignity.  For this to happen, they say, prostitution has to be decriminalised…Ntokozo Yingwana, of the Sex Workers Advocacy Taskforce (SWEAT)…[argues] that it is not sex-work but the stigma and discrimination that sex workers have to endure that strips them of their dignity…Marlise Richter, a public health researcher with the International Centre for Reproductive Health, said:  “[The] evidence shows that the decriminalisation of sex work would serve public health and individual sex worker health best.  Criminalisation of any aspect of sex work, including [the Swedish model]…means that the sex industry is driven underground and sex workers and their clients away from health, social and legal services”…The World Health Organisations (WHO) recommends that all states decriminalise sex work.  It then becomes easier to take action to protect sex workers from HIV and sexually transmitted diseases…

A Tale That Grew in the Telling (TW3 #50)

Once again:  the existence of a movie featuring “lurid tall tales” about sex work  does no more to prove them than the existence of The Wizard of Oz proves the existence of flying monkeys and talking scarecrows:

It’s difficult to judge the legitimacy of these claims when none of the alleged victims were interviewed:

Three people who allegedly sourced more than 100 sex workers for Melbourne brothels would be likely to continue operating their lucrative syndicate…a magistrate…said [so]  Mae Ja Kim, Moon Ja Kim and Huan Wen Ye were denied bail…Investigations are continuing into possible human trafficking and sex slavery…workers were allegedly transported to Australia, given accommodation, and driven between there and the brothels by about 10 “overseers”…The worker was paid $75 for each appointment, with the syndicate paid at least 50 per cent of the rest…

Legitimate Outrage (TW3 #328)

Spitzer’s return to politics has accomplished at least one good:  it has emboldened journalists to speak out against criminalization.  Here’s Michael Smerconish of MSNBC:

…we should have an adult conversation about the laws [Spitzer] violated…it’s time to bring the world’s oldest profession aboveboard in communities willing to allow it…let government share in the revenue, but otherwise stay out of the private affairs of consenting adults.  Beyond the role of the taxman, prostitution doesn’t warrant the involvement of federal authorities…[to catch him] “they used 5,000 wiretaps.  They intercepted 6,000 e-mails.  Every hour spent on going after prostitution is an hour that could have been spent on going after…people who victimize”…another argument in support of legalizing…[is that] some among us are never going to find companionship for a variety of reasons…it can’t be healthy for some people to feel the amassed pressure of [sexual] images, and have their personal expectations go unfulfilled…

Keli Goff of the Washington Post called on Tracy Quan for assistance:

…Disgraced former congressman Anthony Weiner and disgraced former governor Eliot Spitzer have come back…would the same kind of comeback be possible for the women on the other side of their scandals…could a former prostitute ever run for office and have a real shot, the way that Spitzer, former patron of prostitutes, now does?…Kristin Davis is also running for comptroller…she previously ran…the escort service that Spitzer once used…[but] her bids for office…are seen as little more than publicity stunts…Linda Fondren  was a candidate for mayor in Vicksburg, Miss., when it was revealed that she worked as a prostitute decades ago…she broke no laws…was a nationally recognized leader in the field of public health…[and is] intelligent, articulate, telegenic and able to inspire people…[but] lost the primary…Tracy Quan…said…that even for legal sex work, such as exotic dancing, there is a double standard when it comes to stigmatization…a woman who works her way through law school as a stripper would have a tough time being elected to the…Senate but a man who visited strip clubs while in law school would not find that to be an obstacle to the White House…feminists share as much of the blame for this double standard as misogynists…[because they] are dismissive and suspicious of other women who have used their bodies and their beauty to succeed in a professional capacity…

Dora OezerCaty Simon of Tits and Sass  interviewed Pye Jakobsson of Rose Alliance  about Jasmine’s death and the horrible Swedish model which created the climate that enabled it.  Nor was she the only sex worker whose recent stigma-provoked murder has angered sex workers around the world:  “A 24-year-old trans woman was stabbed to death in her own home in Turkey…[on] 9 July…Dora Oezer…was found dead by her housemate…sex work is not illegal in Turkey but [because] they are not allowed to work in regulated brothels, trans woman are often left in vulnerable and dangerous positions…”  Activists used social media to coordinate “Justice for Jasmine and Dora” protests in many cities yesterday, such as this one in London.

This was another quiet week, which was good because it gave me a sorely-needed chance to do a bit of catching up.  I’m in the home stretch with the first draft of this scholarly paper and should finish it tomorrow; revision isn’t nearly as difficult for me as initial composition, so after this it should be all downhill unless they totally hate it or something.  Anyhow, the leading contributor was Radley Balko, who provided everything down to the first video.  That was supplied by Laura Lee and was represented by the person who posted it on YouTube as a Russian tampon commercial; however, several commenters said it was actually a clip from a new spoof film called Movie 43.  In either case, it beats the hell out of the usual blue liquid, white dress and horseback riding nonsense (don’t worry, guys, it’s not yucchy).  The second video (from Marty Klein) is a Mississippi sex-ed teacher’s brilliant method of getting around his state’s ban on showing students how to use condoms, and the links between the videos were provided by Walter Olson (“poop scoop”), Grace (“hidden cost”), Mike Riggs (“welcome”), and Nun Ya (“Hello Kitty” and “gun rape”).

A busy week this time around, both in links and in my life; I’m striving diligently to get ahead because I’ll be only able to do minimal work for the first three weeks of July.  And on top of everything else, I discovered this little surprise in my truck last Saturday, which as you can imagine has required me checking on them at least three or four times a day.  Anyhow, our top contributor this week was Radley Balko, with the first six links and the first video below them; keep in mind this exercise in “fun with fascism” portrays cops, not soldiers.  The second video (an honest campaign ad) is from Kevin Wilson (who also provided “crazy ants” and “drugstore”), and the others between the videos were supplied by Cheryl Overs (“ERB”), my cat (“griffins”), Jesse Walker (“surprises”), Gideon  (“never call cops”), Krulac (“workers’ paradise”), Lenore Skenazy (“truancy”), and Glenn Greenwald (“NSA”).

Protest at St. Nizier's 1975As I’ve explained before, there are three major days observed by sex worker rights activists:  the Day To End Violence Against Sex Workers (December 17th, the anniversary of the 2003 sentencing of the Green River Killer); Sex Worker Rights Day (March 3rd, the anniversary of a 2001 festival in Kolkata attended by over 25,000 Indian sex workers despite efforts from prohibitionist groups who tried to prevent it by pressuring the government to revoke their permit); and today, Whores’ Day, the anniversary of the 1975 protest in which over 100 French prostitutes occupied the Church of St. Nizier in Lyon.  In a very real sense, today is the birthday of the sex worker rights movement; though Margo St. James had already founded COYOTE two years before, the French protests were the first ones large and vociferous enough to gain media attention, and led to the formation of the French Collective of Prostitutes (which in turn inspired the founding of the English Collective of Prostitutes and a number of other, similar organizations).  And had its growth not been stunted by the unwelcome arrival of AIDS (and its attendant demonization of anything sex-related), decriminalization might very well have been the rule among advanced countries by now rather than the exception.

The harm done by plague-hysteria was less in countries with more tolerant policies, so they were the first to recover; starting in 1988 a number of jurisdictions in Europe and Australia either removed or reformed laws criminalizing prostitution or attendant activities such as brothel-keeping and solicitation.  Then around the turn of the century the movement seems to have reached critical mass, probably due in no small part to the power of the internet:  Germany reformed its laws in 2001, New Zealand decriminalized in 2003, and sex worker organizations all over the global south (starting with Kolkata’s Durbar Mahila Samanwaya Committee, founded in 1992) began to gain momentum in their struggle against traditional stigma and recently-imposed laws designed to cater to American prudishness.  But the prohibitionists were by no means asleep; as I wrote in “Awakening”,

…they noticed that there had been a sea change in public opinion against interfering in private sexual arrangements between consenting adults, and so created the “sex trafficking” hysteria as a means of rallying the public behind criminalization again.  As the “Nation Strategy” of Swanee Hunt’s Demand Abolition organization states, “Framing the Campaign’s key target as sexual slavery might garner more support and less resistance, while framing the Campaign as combating prostitution may be less likely to mobilize similar levels of support and to stimulate stronger opposition.”  In other words, “since people now recognize it’s wrong for the government to stick its nose into private bedrooms, we have to pretend this is really about something else.”

Nor did it take the busybodies long to set their scheme in motion; the hysteria began in earnest in January of 2004 thanks in large part to a sensationalized New York Times article named “The Girls Next Door”, which was similar in tone, content and effect to William Stead’s 1885 “The Maiden Tribute of Modern Babylon” (the article which kicked off the previous panic over “sex trafficking”, or “white slavery” as it was called at the time).  And though the crusade was rooted in American Protestant notions of “pure and pious womanhood”, it also proved popular with Western governments as a means of restricting migration without appearing racist or xenophobic.

Because of this, it is the poorer countries of the developing world which have borne the brunt of this jihad; it is they who are invaded by white Westerners playing at being saviors of childlike brown folk, they whose governments are pressured into enacting oppressive laws, and they whose women are abducted, beaten, robbed, gang-raped, starved and forced into sweatshops run by the garment industry which (coincidentally, I’m sure) bankrolls at least one of the biggest “rescue industry” icons.  So it is both appropriate and encouraging that the most outspoken and effective activism in the world is being done by the sex workers in those countries, especially India, Bangladesh, Korea, Cambodia and Thailand.  African sex workers are not far behind them, and their courage and persistence has won them allies both inside and outside the governments of South Africa, Malawi, Kenya, Rwanda, Zimbabwe and Namibia.  The sex worker rights movement was born in the West, but it has come of age in the East and South, and it is their example which is most heartening to those of us struggling under the near-constant persecution of our profession in the United States.Sex Worker Freedom Festival 2012
